The most beautiful "administrative court" for hybrid car owners in the Capital is closing its doors. From May 1, 2026, Bucharest will switch to a pragmatic regime, eliminating one of the most popular urban amenities of recent years: free parking for hybrid cars.

Goodbye freebies on blue seats

Until now, owning a hybrid in Bucharest came with a huge privilege: the ability to "forget" the car in the blue-marked spaces without taking a single leu out of your pocket. Starting May 1, 2026, this era is officially coming to an end.

The decision, approved by the General Council of the Municipality of Bucharest (CGMB), targets all public parking lots under the administration of the City Hall. The message is clear: public space is limited and, no matter how "clean" motorization is, occupying it costs money.


Why this change? The City Hall's arguments

The project, supported by the Mayor General, was built on three main pillars that target both urban planning and the city's finances:

  • Overcrowding of the public domain: The capital has become a huge open-air car park. The elimination of free parking is seen as a way to discourage the use of private cars in central areas, freeing up space for pedestrians, cyclists and public transport.
  • "Social Inequality": A rather sharp point of view claims that this facility represented, paradoxically, a help for the wealthy. The city hall's argument is simple: whoever can afford a hybrid car (often more expensive than a conventional one) can also afford the parking fee.
  • Local budget: Parking fees represent one of the few sources of direct income for the city budget. In the context of the need for infrastructure investments, the City Hall is no longer willing to indirectly subsidize new car owners.


What's happening with electric cars?

If you've taken the step towards "full electric", you can breathe a sigh of relief for a while, but not forever. The project provides a timetable for phasing out the features:

Therefore, owners of 100% electric cars still have about a year and a half of free parking available before they too are charged according to standard area rates.
